I think some of your assessments here overlook the need for attention and the desire some people have to know that someone still wants them, even if the feeling isn't mutual. Calling and showing up in places your ex might be can be a means of keeping the attention on you, attaining power, even just filling a gap until the person has found a replacement relationship. It doesn't necessarily mean there are any lingering feelings, let alone that he/she wants to get back together.
